Steps:
1. Create a track and make an item or 2 on the track. Select the track if it's not selected.
2. Open Actions List and find action: Select All Items (or any other action that selects items) and run the action, closing the Actions window.
3. Hit 'Delete' key ("Remove items/tracks/envelope points (depending on focus)" action by default) and see the result; Reaper tries to delete the track instead of the items, which were most recently selected and should therefore be the focused element.
