tweaking windows 10 theme for dark reaper themes?

looking to customize my windows 10 theme to work with a dark reaper theme and am finding tweaking to be extremely limited in w10. in order to get more control over the w10 appearance it's been recommended that i look at:

any thoughts on this? is it safe? buggy? stable? deep? shallow? any alternatives?
