[5.23] Audio plays before timeline arrow reaches media item

Made two videos of my issue.

Run the videos in 0.25 speed for an accurate visual representation

Running a new project with only the seen VST's active.

System specs:
Windows 10 Pro 64 Build 10586
Intel i7-5820K @3.3Ghz
32 Gig DDR4 Ram
2X Samsung evo 850 in raid 0

Tested using both my RME Fireface UC Usb (ASIO) and windows 10 direct sound.
