The "Skip next action if CC parameter ..." actions, which are used to control the behavior of custom actions, are available in the main section but not in the MIDI editor.
These controls are very useful for creating custom actions that are linked to mousewheel modifiers, and in which the mousewheel direction switch between two opposite actions.
For example, in Reaper's midi editor MIDI channels, the request for an action to control the MIDI channel by mousewheel could easily have been solved by using the abovementioned "Skip next action..." controls in a custom action.
(Of course, this can also be done using a simple ReaScript, but I expect that most users are more comfortable creating their own custom actions than with scripting.)
