JSFX MIDI Delay Logic

Can someone help explain the logic behind a MIDI delay? I've opened up the code for a couple of JSFX MIDI delay plugins, but the plugins have limited comments.

Even better, Does anyone have a bare bones JSFX MIDI Delay that I could review?

Perhaps a bare bones arp would help as well.
