Here, I had the VSTi Pinned so that it was above the MIDI Editor. So far, so good. Then I opened a file in Notepad and the MIDI Editor moved on top of the pinned VSTi.

Same with any other program. It looks like the Pinning does not work if Reaper is not in focus.
